Peregrin Sorter

Peregrin Sorter serves as a managing attorney and hearing examiner for Laminar Law.  Prior to founding Laminar Law in 2023, Mr. Sorter served as a managing attorney, chief legal writer, and pro tem hearing examiner for Sound Law Center (SLC).  Mr. Sorter also has over 10 years of experience as a staff attorney for Division II of the Washington State Court of Appeals, where he assisted judges in deciding and drafting appellate opinions.  Through that experience, Mr. Sorter gained valuable insight into what makes a hearing examiner decision withstand judicial scrutiny on appeal and has shaped his practice of producing timely, concise, and legally sound decisions, as well as his demeanor as a judicial officer.

  

Mr. Sorter graduated in 2008 from Rutgers School of Law, with high honors, where he received the law school’s top writing award and was honored to teach Constitutional Law to high school students as a Marshall Brennan Fellow.  When he is not at work, Peregrin enjoys spending time with his family, especially watching youth soccer.

Yoshi Kumara

Yoshi Kumara serves as a managing attorney and hearing examiner for Laminar Law.  Prior to joining Laminar Law in 2024, she worked for over 15 years at the Washington State Legislature in numerous roles, most recently as Senior Counsel for the Appropriations committee, helping support legislators to develop and negotiate the state operating budget.  In addition, Ms. Kumara’s has served as a policy expert and advisor primarily on issues involving agriculture and natural resources, land use, and state-tribal relations.  Her knowledge of state-level land use policy and her experience navigating complex disputes have helped her in her current role as a land use hearing examiner.  


Ms. Kumara graduated from The Evergreen State College – Tacoma in 2006 and completed law school at Rutgers School of Law in 2009, with high honors.  Ms. Kumara is a certified mediator and volunteers with the Thurston County Dispute Resolution Center.  When not at work, Ms. Kumara volunteers with the Tacoma Tool Library and enjoys spending time outdoors, alone or dragging her family and dogs along on her quest to visit all of Washington's amazing State Parks.  

Neil Savage

Neil Savage serves as Laminar Law’s legal editor.  Mr. Savage reviews all decisions prior to delivery to ensure consistency and readability.  His services as legal editor are vital for ensuring that our written decisions reflect the professionalism and neutrality that are embodied in the entire hearing examiner process.  Mr. Savage graduated from Lewis and Clark Law School in 1989 and works as a freelance editor and indexer for legal publishers across the country.
